Exactly what the subject says.

I did music for a documentary and I asked the director for a dvd with the final result. She did give me the final cut but the DVd contained 2 files.

1 with the film and one with the music. Namely:
Film2.mpg2
and film2.aif

How can I combine the two to create a CD-DVD that will have sound?

I use Nero for most of my Burning/converting stuff.  It'll do Mini-DVDs as well (DVD files, CD's worth of space).

If you're looking for freeware alternatives, TMPGenc can combine files.  It'll work with most any file you've got a codec loaded for.  The drawback is that MPEG-2 encoding is 30-day trial use (because the license costs) but it should suffice for your project.  It'll get the files into proper formatting so you've got a single file, but if you're looking for a viewable DVD it'll still need conversion to the standard .vob .ifo format.

There are freeware DVD creation suites and utilities, but I seldom mess with them.  A decent place to check is Afterdawn.  Speaking of free, you could always try Windows Movie Maker.  It's got lots of options for filetypes and it should be easy enough to load both files (and sync them if need be), I just don't remember if it'll handle DVD/cd burning for you(in appropriate formats).

why not contact the director and ask her about it? it could be a mistake on her behalf...
also, VirtualDub will combine the video and audio for you but it can't output MPEG files (imports them just fine)only AVI, i'm not sure if it can import AIF but you can always convert that to WAV easily with cooledit or something.
if you do manage to convert it all to a single MPEG2 then you don't really have to worry about converting it all to the proper dvd format since nearly all dvd players will play mpeg files that are just sitting on the disc and should have a directory listing which shows all playable files.
you could also grab the free trial of ULead VideoStudio if you want ease of use to do all the stuff, it also has different presets for creating your final product (like SVCD and DVD) and is really easy to cr.. use.
