Changed it up a little, added some highlights in the hair, fixed the spats lacing on his left foot, and made the chest strips different lengths.

Hi there, well my first observation would place in question the size of the sprite.  Are you intending to use him in an animation (marching, playing instrument?) because he will will be mighty hard to animate smoothly at 57pixels X 147pixels.

Just a few quick points.
The belt seems to be low down, maybe extend a few pixels below the belt in the center.
The limbs do not match up in size.
You could definately add some shape to his body.
'His' arms seem too unnatural, as the right arm in the pocket is bending some way further up than the wrist. (elbows?)
(maybe do a bit of research into marching band clothing) you can easily search band clothing on google.

I assumed you wanted this to look a bit like gerrard way, so that's the direction I took, I kept the hair colour but modeeled the rest on him.

I toned down the skin, fixed the proportions (i think) sorted the problems out with his uniform. It seems you drew this from memory, without a reference picture, so there were many problems in the uniform. The only part im REALLY unhappy with are the boots, i can never do feet.
