i grab the crackpipe at the start then i cant do anything else. when i hit tab there is nothing in my inventory. and he wont go outside til he's smoked sum crack or go into his closet

Have you tried looking around for something to smoke with the pipe?  Given that it's titled "the Crackwell Legacy," perhaps looking around on the floor might yield a little crack rock.  Maybe a soggy one.
