Does Anyone here know how to write html cgi?

If anyone could give me a cgi for a password on my new web page? just give me the  shell and i will do the rest.

Uh, you are so using the terms wrong.
For just a basic password protection on webpage I would recommend .htaccess protection, just google ".htaccess password" and you'll get ton's of tutorials how to do it.
If you need more security (or your host does not support it) and want to do it with cgi script, I think you have some learning to do. It's not that easy to just give you the code since you most likely need to modify it to suit your needs. First you need to choose the language you want to write your cgi script in, then you can look up some tutorials for that particular language (and I'm sure that for most common languages there are lot's of tutorials with example code for password protection).
