Quite good. The legs seem a little too flat. And maybe the arms are to thin. And I think the way he holds the bottle is strange... but after all he's a drunk.

Don't know how to improve his body but I made all the loops and the animation looks quite good.

I think these are eyes above the glasses and a "shining" in the glasses. If I'm right, then people get confused of those so you should do something about that. And give him browse. And if those above are actually browse, then they're too round and don't need these black spots.

Well I was just about in the middle of the road. My mom was just getting on the pavement from one side. And I don't remember everything exactly - you know, I was three or something like that. But I KNOW that car was gonna hit me.

EDIT: That should be it - small detail because what I show you is larger than actual character. The head's maybe slight too big.

Oh, and should I draw lines to distinct the arms from his torso?

The colour of your background is not important, but you cannot use this colour in the character's sketch.
As to where and how...
First thing, your character should match your backgrounds, probably the best way is making him as tall as 90% of your average door. Then you just have to drwa it and then redraw a few times for animations - this is a rather monotonous task, cause you're just changing the previous picture a bit to represent characters movement.
My advice is to make pictures as small as possible - get borders of the picture close to the character, but don't worry if you have to make it bigger for some of the loops.

I see this thread is going on a clash...

Let me tell you a story. Don't worry, it's quite on the subject. But it's about how my mom is a good parent paying attantion to me.

I was about 3, maybe four. I wanted to go out but didn't tell anyone, just went out. Luckily, my mom noticed my disappearance very quickly. She came out ans saw me - crossing the street with that car coming out of a small curve I've got on my street, speeding, or maybe I just didn't pay attention to it coming. Well, my mom cried out loud, ran across the street grabbing me by the way and getting to the other side before that car hitting us. Well, she risked her life for me. I was so little that I most surely wouldn't survive a hit. She saved my life becuase she noticed my disappearance really fast and she found her courage. And I am proud of my mom and shamed of myself - becuase of me we could have died both...

Well, those people didn't pay attention to their child. From what you say QuantumRich I make that they wouldn't run to save their kid from a speeding car. Or maybe they would? None of us will know for sure.
But one thing I know for sure - you're a good guy, QuantumRich, because you take care.
